I think having 20 people interacting actively on content (discussing thoughts, challenge ideas, elaborate concepts, … ) on a regular base (at least every second day) is a tremendous success.
If I can choose between 5k followers and a community of 20 people sharing high value content I would choose the latter 10 out of 10 times.
